Housing Europe, in partnership with our Czech member SFPI, is pleased to invite you to the 3rd European Responsible Housing Finance Summit, taking place at the Grandior Hotel, Prague,

on 18–19 November 2025.


This year’s edition comes at a pivotal moment for Europe’s housing finance agenda:


  • The midterm review of Cohesion Policy, aimed at maximising contributions to current and emerging EU priorities, including social and affordable housing.
  • The launch of the EIB Action Plan, introducing higher co-financing rates and expanded advisory support across more countries.
  • The start of negotiations for the 2028–2034 Multiannual Financial Framework (MFF).
  • The forthcoming release of the European Commission’s Affordable Housing Plan (Q1 2026).


3rd European Responsible Housing Finance Summit

In Prague, Housing Europe and the Czech State Fund for Investment Promotion (SFPI)

are bringing together the public, cooperative and social housing sector, financial institutions

and public authorities, to address the hurdles faced by housing providers and municipalities across the continent in accessing funding—especially as they advance the Renovation Wave and the New European Bauhaus. Building on the conclusions of the Prague local workshop (April 2025), the Summit will explore pathways through the evolving EU financing landscape.

Moderator of the day

Michala Hergetová is a TV reporter and moderator specializing in business news and economic events.


She graduated from the University of Economics in Prague with a specialization in International Trade and European Integration (2005). During her studies, she participated in the Joint European Studies Programme at Staffordshire University (UK) and the University of Antwerp (Belgium), where she earned her MA in European Integration and International Economic Relations (EITEI) in 2004.


Her professional career began at Mafra a.s. (2000), where she worked for the TV news department TVD, focusing on economics and politics. In 2002, she became PR Director at the National Trade Promotion Agency – CzechTrade, where she also led the CzechTrade and Radio Impuls Flood Relief Centre during the 2002 floods.


From 2005, Michala spent 15 years with Czech Television, the Czech public service broadcaster, where she held various positions as reporter, moderator, and editor, moderating numerous events and debates.

Today, she focuses on moderating specialized debates and conferences in English and Czech, collaborating with institutions such as the European Commission’s Directorates-General and Mastercard Fintech Engage.


Daniel Ryšávka

Director | State Fund for Investment Promotion (SFPI)

Daniel Ryšavka is Director of the Czech State Fund for Investment Promotion (SFPI). He studied at Masaryk University in Brno and at the École nationale d'administration (ENA) in Strasbourg. He gained professional experience at the French Ministry of Defence and Erste Group Bank in Brussels, with a long-standing focus on public investment, sustainable regional development, and social and affordable housing.


Before joining SFPI, he worked at the National Development Bank, where he contributed to the preparation of financial instruments and public investment programmes for affordable housing under the Ministry of Regional Development.


Since May 2023, as SFPI Director, he has led efforts to develop new tools and programmes improving housing affordability for young families, seniors, key workers, and people with low incomes. Under his leadership, SFPI has supported the construction of over 2,000 dwellings and mobilised a pipeline of 12,500 new affordable apartments, with a key focus on local advisory and public investment into housing.

Marco Corradi is the President of Housing Europe, the European Federation of Public, Cooperative and Social Housing, which brings together 42 national and regional federations across 25 countries, representing over 43,000 housing organisations and 25 million homes.

From 2005 to 2025, he served as President of ACER Reggio Emilia, a public social housing company responsible for implementing housing policies on behalf of the municipalities of the Reggio Emilia province.

He has extensive experience in housing policy, energy efficiency, and social innovation, and has long contributed to European networks and initiatives supporting sustainable and inclusive housing systems.

Marco Corradi also actively promotes research and the exchange of good practices, encouraging innovation in the green economy and social housing sector through collaborative projects and knowledge platforms.

Petr Kulhánek

Petr Kulhánek

Minister | Ministry of Regional Development

Petr Kulhánek is the Minister for Regional Development of the Czech Republic, a position he has held since October 2024. His work focuses on supporting regions affected by natural disasters and stabilising the digitalisation of the building permit system.


Born in Karlovy Vary, he graduated from the University of Economics in Prague, specialising in business management. He began his career as Director of HOPI Logistic (1998–2000) and later led the Promenáda publishing house (2000–2013). In 2005, he became Secretary General of the International Federation of Journalists and Travel Writers (FIJET) and co-founded the Karlovy Vary Civic Alternative (KOA).


He has been active in regional and local politics for nearly two decades — serving as Mayor of Karlovy Vary (2010–2018), member of the Karlovy Vary Regional Council since 2012, and later as Governor of the Karlovy Vary Region (2020–2024). His professional background also includes experience in human resources and consulting.

Matthew Baldwin

Matthew Baldwin

Head of Housing Task Force | European Commission

Matthew Baldwin is the Head of the European Commission’s Task Force on Housing, established in February 2025, reporting to Commissioner for Energy and Housing Dan Jørgensen. He also serves as Deputy Director-General in the Directorate-General for Energy (DG ENER).

With over twenty-five years of experience in the European Commission, he has held senior leadership roles in energy, transport, and trade, including Deputy Director-General in DG MOVE, where he led the Mission for 100 Climate-Neutral and Smart Cities by 2030 and served as the EU Coordinator for Road Safety and Sustainable Urban Mobility.

He previously directed the Task Force on phasing out Russian energy imports and has also served as Director for Aviation and Director for Market Access.

Matthew has worked in three Commission cabinets, including those of Commissioner Pascal Lamy, President José Manuel Barroso, and Commissioner Jonathan Hill.

His professional focus includes housing, energy, and climate policy, and he is a strong advocate for the role of cities in driving positive change.

Tomáš Boček

Czech Vice-Governor | CEB

Tomáš Boček is Vice-Governor for Target Group Countries at the Council of Europe Development Bank (CEB). He first joined the Bank’s appointed officials in 2019 and was re-appointed in 2021.


Before joining the CEB, he served as Special Representative of the Secretary General of the Council of Europe on Migration and Refugees, leading efforts to strengthen the protection of migrants’ and refugees’ fundamental rights across member states.


From 2010 to 2016, he was Ambassador and Permanent Representative of the Czech Republic to the Council of Europe, and earlier held senior posts at the Ministry of Justice and the Ministry of Foreign Affairs of the Czech Republic.


Mr. Boček holds a Law degree from the West Bohemian University in Pilsen and a postgraduate diploma in International Public Law from Université Paris 1 Panthéon–Sorbonne. His experience in European cooperation, social development, and rights protection brings a valuable perspective to discussions on responsible housing finance and social inclusion.

Chair of the EIB Group Housing Taskforce, Senior Advisor | European Investment Bank (EIB)

As head of the EIB Group’s Task Force on Affordable and Sustainable Housing in 2024 and 2025, Gunnar Muent led the work on the EIBG’s Housing Action Plan.


Before, Gunnar was responsible, as Director General of the EIB’s Projects Directorate, for the technical, economic, and ESG-related assessment of investment projects, including housing.


Previously, he served as Director General responsible for the EIB Group’s Central Services directorate, in charge of digitalisation, IT and corporate real estate.


Gunnar holds a degree in Industrial Engineering from the University of Karlsruhe (Germany) and received a doctorate in economics from the Technical University of Braunschweig (Germany) in 1995. Before joining the EIB, he completed training for the higher service at the Foreign Office of the Federal Republic of Germany, worked as a research associate at the Fraunhofer Institute for Systems and Innovation Research, and held various positions at the chemical company BASF.

Bob Jordan has over 20 years of experience in housing policy, leading national initiatives to increase housing supply and improve affordability.


A former CEO of Ireland’s Housing Agency and Special Adviser to the Minister for Housing, he played a key role in the rollout of Ireland’s new cost-rental tenure and the national Housing First programme addressing homelessness.


He currently serves as Chair of the International Board of the Housing Investment Advisory Hub (HIAH) in the Czech Republic and as an Adjunct Senior Research Fellow at the Geary Institute for Public Policy, University College Dublin, focusing on systemic solutions to housing affordability and homelessness.


He also contributes to CaraDem, a new Irish-led democracy initiative.

Director | Housing Fund of the Republic of Slovenia

Črtomir Remec is the President of the Management Board of the Housing Fund of the Republic of Slovenia, a public fund implementing the national housing policy and developing innovative housing solutions.


A civil engineer with a Master’s degree from the University of Ljubljana, he has led major projects in seismic safety, steel structure rehabilitation, and energy-efficient façade systems. Before joining the Housing Fund, he served as Director of the Steel Construction Institute (IMK) and the CBS Institute.


Mr. Remec is also President of the Slovenian Chamber of Engineers and has held leadership roles in international organisations such as the World Federation of Engineering Organisations (WFEO) and the European Council of Engineers Chambers (ECEC).

Karol Bielovský

Karol Bielovský

Board Member and Investment Director | Dostupny Domov | Slovakia

Karol Bielovský is a Member of the Board and Chief Investment Officer at Dostupný Domov (Affordable Home). With 20 years of experience in real estate financing, he focuses on developing sustainable and affordable housing for single-parent families, seniors, members of marginalised Roma communities, and other groups. Over the past five years, Dostupný Domov has provided homes to 1300 people in more than 400 apartments, with around 800 residents currently living in its properties. The company combines commercial investment principles with a strong social mission, setting new standards for long-term rental housing in Slovakia.


Before joining Dostupný Domov, Karol headed the €1.5 billion real estate portfolio at Slovenská sporiteľňa, Slovakia’s leading bank, where he initiated and managed the country’s first cooperative housing projects.


At the Summit, he will share insights on creating viable financial frameworks for affordable rental housing and fostering effective cooperation between public institution, social partner, and private investor.

Bernd Riessland

Bernd Riessland

GBV | Vice-Chair of Economic & Financial Affairs Committee Housing Europe | Austria

Dr. Bernd Riessland is Scientific and International Adviser to the Federation of Limited-Profit Housing Associations of Austria (GBV).


Trained as a civil engineer, he spent ten years developing and managing a private bank for affordable housing finance, while also leading a mixed real estate public stock company. He later initiated and directed the implementation of a 2.6 million m² mixed urban development in Vienna, and subsequently served for twelve years as CEO and CFO of two Limited-Profit Housing Associations managing 65,000 housing units across Austria.


Currently, Dr. Riessland acts as an adviser on housing finance in the Czech Republic in a project financed by the European Investment Bank EIB and chairs the Finance and Economy Working Committee on Housing.


At the Summit, he will contribute insights on investment structures for social and affordable housing, exploring how public and semi-public entities can evolve to support sustainable housing investment across Europe.

University College Dublin | Professor of Social Policy and Director of the Geary Institute for Public Policy | Ireland

Michelle Norris is Professor of Social Policy and Director of the Geary Institute for Public Policy at University College Dublin, Ireland. Her research focuses on affordable housing policy, particularly the financing and provision of social rented housing.


Michelle coordinates the Horizon Europe project “EqualHouse,” exploring solutions to housing inequality across Europe, and was one of the lead authors of the Housing2030 report, commissioned by UNECE, UN-Habitat, and Housing Europe.


At the Summit, she brings a comparative and evidence-based perspective on how policy innovation and public investment can advance housing affordability and social inclusion.


Grzegorz Gajda

EIB | Senior Urban Specialist | Luxembourg

Grzegorz Gajda is a Senior Urban Specialist at the European Investment Bank (EIB), where he advises project promoters on urban investment initiatives both within and outside the European Union.


Previously, while working with the International Finance Corporation (IFC), he led the Ukraine Residential Energy Efficiency Project. Before joining the IFC, he worked at the European Bank for Reconstruction and Development (EBRD), where he appraised, negotiated, and implemented urban investment projects in Poland and Ukraine.


Grzegorz is based in Warsaw, Poland, and holds an M.A. in Economics from the University of Warsaw.

Florian Meyerhoefer is a seasoned economist with over two decades of experience in international finance, economic policy, and multilateral cooperation. Since 2021, he has served as Unit Chief for International Affairs and Analyses at the Council of Europe Development Bank in Paris.


Prior to this, he held senior positions at the German Federal Ministry of Finance, served as Advisor to the German Executive Director at the International Monetary Fund in Washington, D.C., and as Secretary of the Euro Area Constituency at the Asian Infrastructure Investment Bank.


He holds a Doctorate in Economics from Freie Universität Berlin and completed postgraduate studies at Université Paris IX-Dauphine as well as an Executive Master of Public Management from the Hertie School / London School of Economics.

Alice Pittini is the Research Director at Housing Europe, the European Federation of Public, Cooperative and Social Housing. With over ten years of professional experience in social and affordable housing, she leads the Housing Europe Observatory, where she provides strategic advice to the organisation’s policy work and oversees key research projects, including the bi-annual report “The State of Housing in the European Union.”


Before joining Housing Europe, she worked at the Organisation for Economic Co-operation and Development (OECD) as an Economist and Policy Analyst, where she developed a database on affordable housing.

Sónia Maria da Silva Barbosa

Executive Board Member | Institute of Housing and Urban Rehabilitation | Portugal

Sónia Maria da Silva Barbosa is an Executive Board Member at IHRU, IP – the Institute of Housing and Urban Rehabilitation in Portugal. Her work focuses on financial management and strategic oversight in the housing sector. Before joining IHRU, she served for over a decade as Team Leader and another decade as Finance Inspector at the General Finance Inspection, the audit authority of the Portuguese Ministry of Finance, and she is also a guest professor at the University of Aveiro.


With more than 20 years of public service, auditing municipalities, and now the last two as the financial responsible for executing the in public finance and housing investment in IHRU, IP, she brings a comprehensive perspective on innovative financing solutions for housing in Portugal.

Commissioner for European Affairs | Barcelona City Council | Spain

Mar Jiménez is the Commissioner for European Affairs at Barcelona City Council, where she leads initiatives that connect local governments with European institutions, the Mayors for Housing coalition and the Mission 100 Climate Neutral Cities.


She is also an Op-Ed Contributor for La Vanguardia, offering insights on European affairs and urban policies. Previously, she served as Chief of Staff to the Mayor of Barcelona, shaping international and green transition strategies. She played a key role in NetZeroCities, being senior coordinator focused on the city suport on behalf of Eurocities.


With over two decades of experience in government and media, she holds a Bachelor's degree in Economics from the University of Barcelona and another in Communication from Universitat Ramon Llull. She pursued PhD studies in Economics and further honed her expertise at ESADE and INSEAD.


Passionate about European values, she bridges policy-making, media influence, and city leadership for a fairer and more sustainable Europe.

João Carvalhosa

Head of Strategic Planning Office | Gebalis | Portugal

João Carvalhosa is the Head of the Strategic Planning Office at GEBALIS, Portugal’s largest social housing provider with over 22,000 units, where he has worked for more than 22 years. Since 2004, he has actively collaborated with Housing Europe in several roles, including Chair of the Social Committee, Vice-Chair of the Public Sector Committee, and Member of the Election Committee. He also serves on the Board of the European Network for Housing Research (ENHR) and has been President of CECODHAS.P – the Portuguese Coordination Committee for Social Housing since 2011.


João has taken part in numerous European and international conferences on housing and urban policy and contributes to several cross-national research and policy networks. Since 2007, he has been Portugal’s National Coordinator of the World Day of Neighbours and co-founder of the European Federation of Local Solidarity, based in Paris. He is also an elected member of the Belém local authority in Lisbon, where he currently serves as Mayor.

Jonathan Denness is Head of Unit for Financial Instruments and Relations with International Financial Institutions in the Directorate-General for Regional and Urban Policy (DG REGIO) of the European Commission. His unit developed the affordable housing model that enables managing authorities to implement financial instruments within Cohesion Policy programmes.


He has extensive experience in EU regional policy, having previously held posts related to major projects, programme closure, and bilateral relations with several Member States.


Earlier in his career, he worked in the Directorate-General for Competition at the European Commission.


Mr. Denness brings a valuable perspective on how financial instruments can be leveraged to strengthen affordable and sustainable housing investment across Europe.

Montserrat Pareja-Eastaway

Montserrat Pareja-Eastaway is Professor of Economics at the University of Barcelona and Co-Director of the Barcelona Housing Studies Chair. She is also Chair of the European Network for Housing Research (ENHR). Moreover she is a member of HIAH International Board (SFPI Czechia).


Her work focuses on housing affordability, urban inequalities, governance of housing systems, and the social function of housing in European cities. Over the past two decades she has advised local and national governments, EU-funded projects, and housing providers on issues such as public–private–community collaboration, regulation of rental markets, and the design of inclusive, non-speculative housing models.


She has published widely on housing policy, creative cities and urban transformation, and she leads international academic and policy networks that connect research with practice.

Yannick Kirchhof is Europe Advisor at the Caisse des Dépôts et Consignations (CDC), the French public financial institution, and will represent the European Association of Long-Term Investors (ELTI) at the event. National promotional banks and institutions across Europe, representing a combined balance sheet of 2.8 trillion euros, play a key role in providing long-term finance for affordable, social, and sustainable housing to address the housing crisis in Europe.


After serving as an economist at both the Federal Ministry of Finance in Germany and the Ministry of Finance in France, Yannick joined the Caisse des Dépôts Group in 2019. Before taking up his current position, he worked in CDC’s Loans Directorate, where he was responsible for the economic and financial analysis of the social housing sector in France.

Raphael Lehmann is impact investment manager at Erste Social Finance, a joint venture of Erste Group and Erste Foundation and currently serves on the Housing Advisory Board of the European Commission.


He specialises in financing and investments for affordable social housing and social infrastructure in Central and Eastern Europe. Raphael brings a cross-sectoral perspective to the Summit, supported by his prior experience as Head of ESG and Sustainable Finance at an international real estate corporation and an academic background in business law and real estate investment.


His focus is on aligning public, private, and philanthropic capital with measurable social impact in real estate.

Bent Madsen

Bent Madsen

Chair of the European Responsible Housing Finance Working Group | Housing Europe

Bent Madsen is CEO of the Danish Federation of Non-Profit Housing Providers (BL – Danmarks Almene Boliger).


He previously worked at the Danish Ministry of Finance and the Economic Council of the Labour Movement, a Danish economic policy institute promoting social justice.


Mr. Madsen is a Member of the Board of Housing Europe, where he served as President from 2020 to 2025, and is also Chairman of NBO – Housing Nordic, the Nordic association of co-operative and social housing organisations.


With decades of experience in non-profit housing and social policy, he contributes a strategic perspective on strengthening affordable and sustainable housing systems across Europe.


Michal Tesař

Michal Tesař

Head of HIAH Financial Instruments Working Group | SFPI

Michal Tesař is the Managing Partner at NEWTON Business Development, a financial advisory boutique, and Head of the Financial Instruments Working Group at the Housing Investment Advisory Hub (HIAH). He has more than twenty years of experience in public infrastructure advisory, primarily supporting Czech municipalities in the preparation and delivery of Public–Private Partnership and concession projects, and over twenty-five years of experience in corporate finance across Europe, including eight years focused on affordable housing in the Czech market.


Throughout his career, he has delivered fourteen Public–Private Partnership and concession projects for Czech municipalities with a total value exceeding 2.4 billion euros, and more than thirty mergers and acquisitions transactions with a combined value of approximately 500 million euros, including arranged financing of over 340 million euros.


At the Summit, he will contribute practical expertise from the Czech municipal market, highlighting both the needs and the specific challenges of financing affordable housing projects.

Matthew Baldwin

Matthew Baldwin

Head of Housing Task Force | European Commission

Matthew Baldwin is the Head of the European Commission’s Task Force on Housing, established in February 2025, reporting to Commissioner for Energy and Housing Dan Jørgensen. He also serves as Deputy Director-General in the Directorate-General for Energy (DG ENER).

With over twenty-five years of experience in the European Commission, he has held senior leadership roles in energy, transport, and trade, including Deputy Director-General in DG MOVE, where he led the Mission for 100 Climate-Neutral and Smart Cities by 2030 and served as the EU Coordinator for Road Safety and Sustainable Urban Mobility.

He previously directed the Task Force on phasing out Russian energy imports and has also served as Director for Aviation and Director for Market Access.

Matthew has worked in three Commission cabinets, including those of Commissioner Pascal Lamy, President José Manuel Barroso, and Commissioner Jonathan Hill.

His professional focus includes housing, energy, and climate policy, and he is a strong advocate for the role of cities in driving positive change.

Rob Rötscheid

Rob Rötscheid

Chairman of the Board | WSW

Rob Rötscheid is the Chairman of the Board at the Social Housing Guarantee Fund (WSW) in the Netherlands. With a background in economics, he began his career in the public sector as a financial advisor and interim manager at the National Housing Council. He later served for nine years as Financial Director of a social housing corporation in Utrecht, before founding the consultancy firm Finance Ideas, where he worked as Partner and Interim Financial Director and Advisor for multiple social housing corporations.


In recent years, he has also been active as a lecturer on financial management, risk management, and housing finance, and is widely recognised for his expertise in social housing finance and governance.

At the Summit, he will discuss the role of guarantees in de-risking investments in social housing and reflect on how evolving EU frameworks—including the EU Taxonomy, CSRD, and ESG reporting—influence WSW’s operations and future role.

Adjunct Professor | Centre for Urban Research, RMIT University | HIAH (Czechia)

Dr. Julie Lawson is an Adjunct Professor at the Centre for Urban Research, RMIT University, and Director of Just Cities: Research for Reform. She is also a member of the International Board of the Housing Investment Advisory Hub (HIAH) in the Czech Republic.


Her work focuses on housing systems and policy development, particularly in the areas of finance, land policy, affordable housing, and good governance.


She was the lead author of the UN report #Housing2030 and has conducted influential research for reform and recovery. Over the past three years, she has contributed to Ukraine’s housing recovery efforts, and her work has helped shape major reforms such as the establishment of Australia’s National Housing Finance and Investment Corporation and the inclusion of social housing in national infrastructure planning.


At the Summit, Dr. Lawson will offer independent, evidence-based insights to improve housing system design, advocating for the adaptation of effective practices to local contexts and the critical review of less successful approaches.

Enda McGuane

Director of Asset Management | Land Development Agency (LDA)

Enda McGuane is the Director of Asset Management at the Land Development Agency (LDA), Ireland, which works to maximise the supply of affordable homes on state and public land while supporting the creation of thriving, sustainable communities.

A dual-status Chartered Surveyor in Planning and Development and Property Management, he has over thirty years of experience in real estate, investment, and leadership.

He is a former officer of the Irish Defence Forces, having served with the United Nations in Lebanon and East Timor, and a past President of the Society of Chartered Surveyors Ireland.

Enda sits on ULI Europe’s Affordable Living Council and is a member of the International Board of the Housing Investment Advisory Hub (HIAH) in the Czech Republic.

In 2025, he received the Atlantic Technological University (ATU) Alumni Award in Business for leadership and societal contribution.

At the LDA, he oversees the strategic management of national land banks and property portfolios—cost rental, social, commercial, and community—with a focus on financially, socially, and environmentally sustainable development.


Vít Zeman

Housing Investment Advisory Hub (HIAH) | Czechia

Vít Zeman worked for ten years as Head of the City Architect’s Department in Jihlava, focusing on strategic planning and sustainable urban development. Since 2006, he has managed development projects and advised Czech municipalities as an expert in sustainable growth.

Between 2018 and 2022, he served as Deputy Mayor of Jihlava, where he introduced principles for cooperation with investors and helped streamline pre-investment processes within the city administration. He also led an international URBACT project on sustainable urban management for EU countries and chaired the Sustainable Development Working Group within the Union of Towns and Municipalities of the Czech Republic.

Through his company FUTURAinvest, he develops economic models for cities, strategic plans, and territorial potential studies based on the principles of urban economics. His work aims to increase the prosperity of Czech cities and improve the quality of life for their residents.

He cooperates with the Ministry of Regional Development, the National Network of Healthy Cities, Frank Bold Attorneys, IPR Prague, and the State Fund for Investment Promotion (SFPI).

Vít Zeman is also a member of the Housing Investment Advisory Hub (HIAH), where he leads the Working Group on Spatial Planning and Development.
