on 18–19 November 2025.
This year’s edition comes at a pivotal moment for Europe’s housing finance agenda:
- The midterm review of Cohesion Policy, aimed at maximising contributions to current and emerging EU priorities, including social and affordable housing.
 - The launch of the EIB Action Plan, introducing higher co-financing rates and expanded advisory support across more countries.
 - The start of negotiations for the 2028–2034 Multiannual Financial Framework (MFF).
 - The forthcoming release of the European Commission’s Affordable Housing Plan (Q1 2026).
 

In Prague, Housing Europe and the Czech State Fund for Investment Promotion (SFPI)
are bringing together the public, cooperative and social housing sector, financial institutions
and public authorities, to address the hurdles faced by housing providers and municipalities across the continent in accessing funding—especially as they advance the Renovation Wave and the New European Bauhaus. Building on the conclusions of the Prague local workshop (April 2025), the Summit will explore pathways through the evolving EU financing landscape.

Wednesday 19 Nov
The session will look at how EU funding has supported public, cooperative, and social housing so far, and what can be improved. Speakers from the EU institutions, national bodies, and the housing sector will share their views on what has worked well, what challenges remain, and how EU funding instruments—like the Recovery and Resilience Facility—can better support local projects in the future. The discussion will also look ahead to the post-2026 period, considering how future EU budgets can be better adapted to ensure full uptake by the sector.
As the Recovery and Resilience Facility nears its end, countries like Czechia face uncertainty about how to maintain investment in affordable housing. This session will explore the strengths and limitations of different financing models—such as revolving funds. Drawing on successful examples from other countries, speakers will reflect on how such instruments could be adapted locally. The discussion will also consider how the EU can continue to play a role, through future seed funding, targeted technical assistance, and emerging funding opportunities.

The discussion will focus on the EU regulatory and fiscal frameworks that shape these investments—including the EU Taxonomy, CSRD, and ESG reporting —and examine how they are applied in practice. Speakers will reflect on barriers and opportunities for mobilising finance, the role of trust and accountability, and ways to reinvest resources sustainably in the housing sector.

Michala Hergetova
Moderator of the day
Michala Hergetová is a TV reporter and moderator specializing in business news and economic events.
She graduated from the University of Economics in Prague with a specialization in International Trade and European Integration (2005). During her studies, she participated in the Joint European Studies Programme at Staffordshire University (UK) and the University of Antwerp (Belgium), where she earned her MA in European Integration and International Economic Relations (EITEI) in 2004.
Her professional career began at Mafra a.s. (2000), where she worked for the TV news department TVD, focusing on economics and politics. In 2002, she became PR Director at the National Trade Promotion Agency – CzechTrade, where she also led the CzechTrade and Radio Impuls Flood Relief Centre during the 2002 floods.
From 2005, Michala spent 15 years with Czech Television, the Czech public service broadcaster, where she held various positions as reporter, moderator, and editor, moderating numerous events and debates.
Today, she focuses on moderating specialized debates and conferences in English and Czech, collaborating with institutions such as the European Commission’s Directorates-General and Mastercard Fintech Engage.

Daniel Ryšávka
Director | State Investment Promotion Fund (SFPI)
Daniel Ryšavka is Director of the Czech State Investment Promotion Fund (SFPI). He studied at Masaryk University in Brno and at the École nationale d'administration (ENA) in Strasbourg. He gained professional experience at the French Ministry of Defence and Erste Group Bank in Brussels, with a long-standing focus on public investment, sustainable regional development, and social and affordable housing.
Before joining SFPI, he worked at the National Development Bank, where he contributed to the preparation of financial instruments and public investment programmes for affordable housing under the Ministry of Regional Development.
Since May 2023, as SFPI Director, he has led efforts to develop new tools and programmes improving housing affordability for young families, seniors, key workers, and people with low incomes. Under his leadership, SFPI has supported the construction of over 2,000 dwellings and mobilised a pipeline of 12,500 new affordable apartments, with a key focus on local advisory and public investment into housing.

Marco Corradi
President | Housing EuropeGlobex Corporation
Marco Corradi is the President of Housing Europe, the European Federation of Public, Cooperative and Social Housing, which brings together 42 national and regional federations across 25 countries, representing over 43,000 housing organisations and 25 million homes.
From 2005 to 2025, he served as President of ACER Reggio Emilia, a public social housing company responsible for implementing housing policies on behalf of the municipalities of the Reggio Emilia province.
He has extensive experience in housing policy, energy efficiency, and social innovation, and has long contributed to European networks and initiatives supporting sustainable and inclusive housing systems.
Marco Corradi also actively promotes research and the exchange of good practices, encouraging innovation in the green economy and social housing sector through collaborative projects and knowledge platforms.
Urban Economy Workshop

14:30 – 16:30 | The team of HIAH has been working on an Urben Economy App. Its objective is to show the cities’ readiness for affordable housing investment and its impact on quality of life. SFPI wants to use this App in local advisory but also when shaping up new affordable housing schemes. Come help us formulate its final touch!
